SEMCORP  conducted comprehensive pre-demolition Asbestos Management and inspection services at the Philadelphia Housing Authority in Philadelphia, PA. The scope of this project included state and local file review, the review of prior investigative reports, on-site reconnaissance, the sampling and analysis of asbestos-containing materials (ACM.s). The project consists of the survey of various housing development units to identify the nature and cause of mold occurrence on walls and ceilings. The investigation is being performed in the multi-family dwellings of the Harrisburg Housing Authority. SEMCCORP is providing inspection and sampling services in two developments totaling 487 units. Services include the following: – surveying each unit, physically sampling visible mold, collection of air samples to assess the quality of the air, microbiological laboratory analysis of potential contaminants, and remediation recommendations. Our investigative staff consisted of specially trained industrial hygienists, microbiologists and engineers. All work was performed utilizing standard test methods and approved calibrated instrumentation.

This project consists of the inspection of electrical transformers and light fixture ballast to determine the presence of absence of PCB.s in transformer oil and light ballasts. INDOOR AIR QUALITY EMERGENCY RESPONSE SERVICES

This project consists of emergency response services provided for the William Penn School in Harrisburg, Pennsylvania. SEMCCORP was called to the site after building occupant’s complaints at, and partial evacuation of, the school. Roof replacement at the school had resulted in elevated levels volatile organic fumes in the building’s interior. SEMCCORP performed air quality sampling, determined ambient air baseline values, then recommended and coordinated changes in the work practices at the site. Once the changes were implemented, SEMCCORP provided continuous monitoring of air quality, and immediately responded to the elevated levels of volatile organic fumes. UNDERGROUND STORAGE TANK MANAGEMENT

Project required oversight management of removal of underground storage tanks, included soil and/ or groundwater sampling and analysis. When indications of contamination were encountered (as monitored by field photo-ionization meters), additional studies were performed to fulfill regulatory requirements. These included plume movement, groundwater gradient and sensitive receptor studies. This project entailed close coordination between the site owner state environmental agencies.

ENVIRONMENTAL SITE INVESTIGATION

DESCRIPTION:

SEMCCORP conducted an environmental site investigation focusing on past and present drainage patterns at the campus of Delaware State University. The scope of this project included state and local file review, the review of prior investigative reports, and on-site investigation. SEMCCORP recommended remedial actions to correct excessive ponding at some areas of the campuses.

UNDERGROUND STORAGE TANK INVESTIGATION, REMEDIATION AND CLOSURE

SEMCCORP identified and categorized 58 UST’s and developed recommendations for each tank pursuant to the regulatory compliance requirements of the State of Pennsylvania and United

States Environmental Protection Agency. Recommendation included tank testing, monitoring system selection (monitoring wells were used), completion of the Hazardous Substance Storage Statement and Official Registration forms, and identification of those tanks that should be closed or put on interim status. SEMCCORP developed a tank closure plan to satisfy the requirements of the Pennsylvania Department of Environmental Resources. This plan addresses monitoring well installation, soil and groundwater sampling, tank closure procedures and other regulatory compliance requirements of both the city of Harrisburg and the Department of Environmental Resources. Soil and water samples have been analyzed and the remedial clean up and tank removal plan has been developed, including a Health and Safety Plan and subcontractors bid document.

UNDERGROUND FUELING SYSTEM EVALUATION

SEMCCORP assisted a City of Philadelphia Housing Agency by providing a technical engineering evaluation of the underground fueling system located in Philadelphia, Pennsylvania. This project was performed to determine the current condition of the fueling system and identify the engineering requirements top optimize future uses. The staff conducted a site visit and collected available data, drawings and documentation regarding the installation and operation of the fueling system to provide the necessary information for the technical evaluation. It was also discovered that soil and groundwater in the fueling system area are required environmental remediation because of a leak in the fuel lines.
